Red faces over green towns

By all accounts, Gordon Brown's eco-towns programme is very sick. But, like a dying Soviet leader, the project is being kept alive for political reasons. It looks as if the government will wait until the spring before announcing formally that only one or two proposed eco-towns are viable.
